The Current Status of Palestinian Child Detainees in Israeli Jails

Key Figures: At least 2000 children has been detained since the beginning of the second Intifada. / 5% of total Palestinian detainees and prisoners are children under age 18. / 8% of child detainees are held without trial and without charges. / 215 children are pending trial. / 44% of child detainees age 16-17 years. / 50% of child detainees come from areas with highly visible Israeli military presence. / 80% of detained children were subjected to torture. / 11% of detained children suffer psycho-physical problems. Background: Since the 1967 occupation, the Israeli Occupation Authorities used the Israeli legal instruments in a manner, which beaches the International norms and regulations. The Israeli Authorities always justify its illegal procedures against Palestinians through enacting military orders, which regulate the detention process in the Palestinian Occupied Territories.
80% of the Palestinian Minor Prisoners are Tortured in Israeli Jails

Al BIRAH, Palestine, August 25, 2003 (IPC + Agencies)- - Ever since the eruption of Al Aqsa Intifada on September 28, 2000, the Israeli occupation forces intensified its arrest campaign targeting the Palestinian minors (below 18 years of age). 80 % of the Palestinian children prisoners were exposed to all form of torture, a report by the Palestinian Ministry of Prisoners Affairs said on Saturday.
Prisoners in Isolation Sections in Shata, B’r As-sab’ and ‘Iloul Announced Open Hunger Strike

Today, the isolated prisoners in Shata’s jails, B’r As-saba’ and Ailoul announced opened hunger strikes to achieve their just demands. In a letter sent to Jerusalem, the prisoners in isolation cells ensured that they decided to begin their protest to be released after the prison administration refused to listen to their demands. The prisoners said that their conditions are extremely poor and their situation complicated due to the systematic attack of the jail’s administration. The most recent attack was the torture of the prisoners Hani Jabber and ‘Ahmad Shukri, in addition to refusing them their legal rights.
Khiam prisoners group: Female ex-detainees being marginalized

A statement by Khiam Rehabilitation Center for the Victims of Torture Tuesday said that female detainees who had been released felt they were marginalized and victims of degraded opinions of women. The statement added that released female detainees said they would be freed when they are liberated from terror, violence, and torture. The secretary-general of the Follow-up Committee for the Support of Detainees in Israeli Prisons, Mohammed Safa, said female detainees who had been released were not given their moral and social rights despite their sacrifices for the country and called on them to confront violence, discrimination, and the marginalization of women, the statement said.
The Israeli Supreme Court approves order denying Palestinian detainee access to legal representation

In another instance of the Israeli General Security Service (GSS) and the Israeli Supreme Court’s involvement in violations of the rights of Palestinian detainees in Israeli jails, the Israeli Supreme Court rejected a request submitted by PCHR to cancel an order that has denied a Palestinian detainee access to his lawyer.PCHR is concerned that the detainee, Mohammed Rajab Mohammed Timraz, 33, from Deir al-Balah, may have been subjected to torture by the GSS interrogators.

A report released yesterday by the Public Committee Against Torture claims that the use of torture in the interrogation ofPalestinian suspects has increased significantly over the past two years. Hundreds of Palestinians were subject to Shin Bet security service interrogations defined as torture, inhumane or humiliating during each of the first six months of the year, compared to dozens in September 2001, the human rights group said.

The report determines that since the beginning of 2003 there has been a sharp rise in the torture, ill treatment, humiliation and incarceration in inhuman conditions of Palestinian detainees by the GSS.

Human Rights vs. Security: The B’Tselem Challenge

B’Tselem’s Fight for Human Rights Where Only ‘Security’ Matters -- JERUSALEM, (PC) - Israel’s occupation of the West Bank and Gaza Strip is built upon the premise that Palestinians have almost no human rights. Under the guise of security, people are regularly killed, injured, tortured, imprisoned and told they cannot move from one area to another. This means B’Tselem, the Israeli Information Center for Human Rights in the Occupied Territories, plays an essential role in highlighting the plight of Palestinians. Noam Hoffstater, a spokesperson for the organisation, said: “We are public servants in that sense because the public has a right to know what is happening and it has a duty to know.” B’Tselem was established in 1989 by a group of attorneys, journalists, academics and Knesset members. The organisation’s main role is to document the human rights abuses that occur regularly inside Gaza and the West Bank. This work is becoming more important with each passing day as, according to Mr Hoffstater, Palestinians are now suffering in ways they never have before. He said: “Let’s take investigations into shootings, for example. In the first Intifada any incident in which a Palestinian was killed immediately led to an investigation. “Now the army stance says that this Intifada is defined differently legally by the Israeli state so they do not have to open an investigation every time someone is killed.”
