Israeli Denial: Suppressing the Practice of Torture
Palestine Chronicle: 24 Feb 2010 - By Stephen Lendman The Public Committee Against Torture in Israel (PACTI - stoptorture.org) "believes that torture and ill-treatment of any kind and under all circumstances is incompatible with the moral values of democracy and the rule of law." Yet it's systematically practiced by the Israeli Police, General Security Service (GSS), Israeli Prison Service (IPS), and Israeli Defense Forces (IDF). In December 2009, PACTI published its latest report titled, "Accountability Denied: The Absence of Investigation and Punishment of Torture in Israel," explaining "the many layers of immunity that protect" the guilty, specifically the GSS, the focus of this report. Immunity insures that GSS interrogation torture and abuse complaints never become criminal investigations, indictments, or legal hearings. Israel's State Attorney and Attorney General assure it "under a systemic legal cloak" giving torturers "unrestricted protection." Since 2001, victims submitted over 600 torture complaints to authorities. None were investigated - "the first step" before indictments, prosecutions, and convictions. As a result, GSS interrogators have blanket immunity to operate freely "behind closed doors (making) torture an institutionalized method of interrogation in Israel, enjoying the full backing of the legal system." As in America, torture is official Israeli policy. Torture in Israeli Law - A Barrier of Loopholes Israel's Supreme Court ruling in Public Committee against Torture in Israel et al v. the Government of Israel et al (the HCJ Torture Petition) established the current legal basis, even though international law prohibits it unequivocally, at all times, under all conditions, with no allowed exceptions - a...

Palestine's 'Acceptable' and 'Unacceptable' Faces
Palestine Chronicle: 13 Feb 2010 - By Stuart Littlewood – London 'O wad some Power the giftie gie us To see oursels as others see us!' A few weeks ago, on the annual Robert Burns Night, these immortal lines from 1786 were being recited all over the world, but probably not in Palestine. The leadership there aren’t blessed with the gift of seeing themselves as the rest of the world sees them… a bit like the Israelis that way. The consequences for the Palestinians are tragic. Fatah especially would do well to learn the lines off by heart. The next two go 'It would from many a blunder free us, And foolish notion!' The poem addresses a louse, which seems appropriate enough. We’ve heard a great deal about Fatah spreading security chaos, almost provoking a civil war, then collaborating with the US to recruit sinister battalions of “security” thugs with orders to crush all opposition, silence dissent, destroy Hamas and the welfare structure it provides, and force Palestinians to bend to Israel’s will. This vile scenario is topped off with unjustified arrests, torture and lack of due process. It sounds like Fatah’s brave “security” forces have been trained in terror tactics by the Gestapo and are working for the enemy. Who is the enemy these days? Palestine’s external enemy we know about. But the ‘enemy within’ is always more dangerous. Since I first visited the Holy Land nearly 5 years ago I have tried to keep my promise to tell the story of those wonderful people...

Army Used to Deport Anti-Wall Activists

      Israel’s War on Protest
Jerusalem - The Israeli courts ordered the release this week of two foreign women arrested by the army in the West Bank in what human-rights lawyers warn has become a wide-ranging clampdown by Israel on non-violent protest from international, Israeli and Palestinian activists.
The arrest of the two women during a nighttime raid on the Palestinian city of Ramallah has highlighted a new tactic by Israeli officials: using immigration police to try to deport foreign supporters of the Palestinian cause.
A Czech woman was deported last month after she was seized from Ramallah by a special unit known as Oz, originally established to arrest migrant labourers working illegally inside Israel.
Human rights lawyers say Israel’s new offensive is intended to undermine a joint non-violent struggle by international activists and Palestinian villagers challenging a land grab by Israel as it builds the separation wall on farmland in the West Bank.
In what Israel’s daily Haaretz newspaper recently called a “war on protest”, Israeli security forces have launched a series of raids in the West Bank over the past two months to detain Palestinian community leaders organising protests against the wall.
“Israel knows that the non-violence struggle is spreading and that it’s a powerful weapon against the occupation,” said Neta Golan, an Israeli activist based in Ramallah. “Israel has no answer to it, which is why the security forces are panicking and have started making lots of arrests."

Israel Gets Away with Murder .. Again
Palestine Chronicle: 11 Feb 2010 - By Tammy Obeidallah Amid the glamour of the world's tallest building, gold bars, man-made islands, casinos and fashion, a man lay dead in his hotel room. Preliminary reports would say he had been suffocated with a pillow; further investigation would determine that he was injected with poison. Post-mortem photos of Mahmoud Al-Mabhouh, age 50, told a story the media would not tell: the tip of his nose blackened, red blotches covering his cheeks and jaw and a horrific indentation on one side of his nose testified of torture and a cruel execution. Most news sources subliminally justified Al-Mabhouh’s murder in Dubai on January 20. He was described only as a “senior Hamas militant,” “founding member of Hamas’ military wing” or even “arch-terrorist.” As someone who was allegedly involved in the deaths of two Israeli soldiers in the 1980s and committed numerous other acts of armed resistance against Israel, he was undoubtedly a menace by western standards. Al-Mabhouh grew up in the squalor of Gaza’s Jabaliya refugee camp, but had lived in exile in Syria since 1989. He had been the target of two previous assassination attempts: a car bombing and a poisoning. The latter took place in Beirut only six months ago and rendered him unconscious for 30 hours. The Israeli government issued a statement claiming Al-Mabhouh had traveled to Dubai en route to Iran in order to smuggle weapons back to his native Gaza. Israeli defense officials told the Associated Press that these rockets would be capable of reaching...

Human Rights Abuses in Israel and Occupied Palestine
Stephen Lendman, Dissident Voice 2/5/2010
Founded in 1972, the Association for Civil Rights in Israel (ACRI) is its leading human and civil rights organization through activities involving litigation, legal advocacy, education, and public outreach. Each year it publishes an annual report covering flagrant violations, positive trends, if any, and “significant human rights-related processes” affecting Israelis and Palestinians.
Its latest December 2009 one is examined below, discussing “a disturbing (government-sponsored) trend that has (gained) currency in Israel over the past year — both in public discourse and sometimes in practice — to make human rights conditional: on fulfilling some obligation, having financial means, or belonging (or not belonging) to certain groups.”
For example, free expression is targeted, and Israeli Arabs threatened, denied equality, education, employment, and their citizenship without “declaring loyalty” to Israel — in other words, on condition they abandon their national identity, culture, language, and historic heritage that’s the equivalent of asking Jews to renounce Judaism.
Financial means involves regarding social rights, including healthcare and education, as commodities, accessible to those who can pay. And for Occupied Palestinians, Gaza was devastated by war, remains under siege, and sustains near daily assaults, killings, and targeted assassinations.
In the West Bank, security forces enforce land seizures, home demolitions, displacement, segregation, isolation, closures, movement and travel restrictions, the Separation Wall’s construction, daily home invasions, arrests, attacks on peaceful protestors, imprisonments, and torture of detainees under a rigid “matrix of control” involving checkpoints, bypass roads, roadblocks, curfews, electric fences, and various other harassments to cow all Palestinians into submission or make them give up and leave.

Added to the usual academic demands are the problems of getting books past Israeli military censorship, holding classes despite the army surrounding the campus, getting students and staff past innumerable roadblocks so they can attend classes, retrieving them from prison, and completing the course of study despite arbitrary and prolonged closures.
These are just some of the challenges described by Gabi Baramki in his book, “Peaceful Resistance,” in which he combines memoir with a history of Birzeit University. The combination comes quite naturally because Baramki has been involved with this most outstanding of Palestinian universities in one capacity or another for most of his life. In the 1930s and 1940s, he was a student at Birzeit Higher School established by the Nasir family in their home as an elementary and secondary boarding school. After obtaining his MA from the AUB, Baramki got a job in Birzeit’s new Junior College programme. By then, Palestine had been divided with the formation of Israel, and the West Bank was under Jordanian administration. Birzeit College was able to flourish commensurate with the great efforts exerted by its staff, but after the 1967 occupation, developing it into a full-fledged, four-year university, like every single advance in its programme or facilities, had to be fought for. In one of Israel’s more hostile acts, University President Hanna Nasir was deported; as vice president, Baramki assumed responsibility for the administration of the university.
Despite many new restrictions, Birzeit University continued to advance. As Baramki writes, “By 1979 we had a flourishing campus, a growing network of supporters and great plans for academic expansion. In short, the future looked bright. We had no idea of the disasters that were just around the corner.” (p. 75)
