Although Israel's High Court banned the use of torture in 1999, its decision has had little practical effect. Surviving victims, human rights organizations and others continue to report abuse, torture, and illegal treatment of prisoners and detainees by Israel, as well as by the Palestinian National Authority and the de facto Hamas government in the occupied Gaza Strip.
