When you read between the lines, it is very clear that Abbas continues to support the blockade as a means to exert pressure on Hamas to achieve what the US-PA coup plot of 2007 failed to achieve, the overthrow or surrender of the movement that won the 2006 Palestinian Legislative Council election, and the placement of Gaza under control of PA militias which coordinate all their activities directly with the Israeli occupation, just like in the West Bank today. In a speech at the Brookings Institution in Washington on 10 June, Abbas made it clear his position has not changed. He believes the Gaza siege should effectively remain in place until his US-trained and Israeli-approved collaborator militias return to Gaza in the context of "reconciliation" with Hamas, it being clear that "reconciliation" means Hamas’ capitulation to Abbas’ control and authority. The flotilla, carefully searched for arms before disembarkation, enjoyed the right of free navigation in international waters, and Israel had no legal justification to interrupt its peaceful mission. Flotilla passengers were entitled to defend themselves against Israel’s forcible boarding of the Mavi Marmara, whether or not Israeli commandos fired immediately on landing on the ship’s deck, as the passengers maintain. Dropping 100 armed soldiers on a ship from the sky is not a peaceful maneuver. Nor can Israeli armed commandos claim self-defense, any more than a purse snatcher facing a victim who elects to fight back. Hence, Israel is culpable for the killings that followed. Israel has claimed that it is in "armed conflict" with the Hamas government in the Gaza Strip and that its actions on the high seas to enforce the blockade of the Gaza Strip are therefore permissible. That claim is wrong. In fact, under customary international law that Israel accepts as binding, Israel continues to occupy the Gaza Strip, despite the withdrawal of its ground troops and settlers from that region in 2005. Hijacking boats in international waters and killing passengers is, of course, a serious crime. But the crime is nothing new. For decades, Israel has been hijacking boats between Cyprus and Lebanon and killing or kidnapping passengers, sometimes holding them hostage in Israeli prisons. Israel assumes that it can commit such crimes with impunity because the United States tolerates them and Europe generally follows the U.S.’s lead. As the editors of The Guardian rightly observed on June 1, “If an armed group of Somali pirates had yesterday boarded six vessels on the high seas, killing at least 10 passengers and injuring many more, a NATO task force would today be heading for the Somali coast.” In this case, the NATO treaty obligates its members to come to the aid of a fellow NATO country—Turkey—attacked on the high seas. Israel’s pretext for the attack was that the Freedom Flotilla was bringing materials that Hamas could use for bunkers to fire rockets into Israel. The pretext isn’t credible. Although they come from the left (Defence minister Barak from the Labour Party) and the right (Prime Minister Netanyahu from Likkud) of Israeli politics, their thinking on Gaza in general and on the flotilla in particular is informed by the same history and identical worldview. At one time, Ehud Barak was Benjamin Netanyahu’s commanding officer in the Israeli equivalent of the SAS. More precisely, they served in a similar unit to the one sent to assault the Turkish ship last week. Their perception of the reality in the Gaza Strip is shared by other leading members of the Israeli political and military elite, and is widely supported by the Jewish electorate at home. What was there to gain from killing civilians—at least nine are dead, along with several dozen injured—attempting to deliver desperately needed humanitarian aid for the 1.5 million people of Gaza suffering under an Israeli blockade? Ha’aretz, Israel’s leading daily, said, "The decision makers’ negligence is threatening the security of Israelis, and Israel’s global status." Condemnation of the raid was immediate and overwhelming, with the shameful exception of the US government, whose UN representative merely expressed "regrets" at the loss of life.
